The Minister of Investment Promotion, Partnerships and Development of State Teleservices, Mrs Khoudia MBAYE, conducted Friday, February 27, 2015 the official launch of the Senegalese Forum on the financing of public-private partnership projects (SENPPP Finance).

The official launch of SENPPP Finance was attended by the Secretary of State to the rail networks of Senegal, members of the diplomatic corps, representatives of multilateral funding agencies and several leaders from the private and public sector.

During the ceremony, Ms. Khoudia Mbaye stressed that SENPPP Finance is an unprecedented meeting that will "address the issue of financing of PPP projects in all its facets’’.

"It will, (...), present to investors, developers and financiers, the PPP Project Portfolio of the « Plan Sénégal Emergent » and similar projects developed outside PSE by a wide range of public authorities in their diversity", she mentioned during her speech.

She also stated that this unique forum dedicated to the financing of PPP projects in Senegal and Africa, SENPPP Finance also provides an opportunity to strengthen the contacts made by Senegal with investors attending last year’s meeting in Paris, and at the same time to forge new contacts with those who were not able to participate, as well generating concrete proposals for implementation and financing of PPP projects.

SENPPP Finance will feature diverse panels on green financing, Sukuk as well as B2B meetings and discussions on the possibilities of establishing new PPP projects in Africa.

A pre-conference workshop on legal tools related to PPP will be held May 4, 2015 to train the representatives of both private and public sectors.

"The success of this activity will depend essentially on the ability of our governments to provide participants, comprehensive, current and reliable information on the status of each project in their portfolio," said Ms. Khoudia MBAYE

The Dakar Forum also attaches importance to the promotion of PPP projects in member countries of the UEMOA zone and multilateral institutions to provide a range of priority projects funding opportunities developed in these countries.

In addition, she has said, SENPPP Finance’s aim is to “enable public, private and multilateral PPPs, to assert their expertise and technical solutions to offer their products and innovative financial services or forge strategic partnerships with local players."

This Forum will position Senegal as a true regional hub in the field of infrastructure, energy, transport, said the Minister of Investment Promotion, Partnerships and Development of the State Teleservices.

Scheduled to take place from 5 to 7 May 2015 at the International Conference Centre Abdou Diouf Diamniadio, SENPPP Finance is accompanied by a trade event highlighting various implemented or ongoing projects in the field of Public Private Partnerships.

Placed under the patronage of HE Mr. Macky Sall, President of Senegal , this forum is an initiative of the Ministry of Investment Promotion, Partnerships and Development of State Teleservices in partnership with AMETRADE West Africa, a subsidiary of AMETRADE LTD, specializing in the organisation of major national and international events.
